REMOTE WORK AND THE PERCEPTION OF THE MANAGEMENT SYSTEM - EXPERIENCES AND CHALLENGES OF A MUNICIPAL ENTERPRISE IN POLAND

Abstract: The aim of this article is to analyze the perception of personnel management quality in a municipal sector enterprise in the context of the implementation of remote and hybrid work. The study sought to answer three research questions: (1) what are the possibilities and the actual scale of hybrid work implementation in the analyzed organization, (2) how does the mode of work (hybrid or exclusively onsite) affect the assessment of key aspects of personnel management, such as communication, team collaboration, supervisor support, and job satisfaction including work-life balance, and (3) what barriers related to the implementation of remote work were identified by employees and managerial staff. The study was conducted at Kraków Waterworks S.A. using a questionnaire-based research technique. The results indicate that the overall assessment of personnel management quality was moderately high, although employees working in a hybrid mode rated communication, collaboration, and work-life balance slightly lower than those working exclusively onsite. The analysis of barriers revealed discrepancies in perception between non-managerial employees and managers - the former emphasized technological and organizational limitations, while the latter pointed to challenges related to managing dispersed teams. The findings confirm the necessity of cautious implementation of remote work in organizations of high public importance and highlight the need for further research in the municipal sector.
